Breaking the plastic stalemate: How a future with fewer plastic bags could look

What would a plastic-bag free future look like? That depends on whether you think New Zealand's plastic problem belongs to the Government, retailers, or us as consumers.

So far, it has been left to shoppers and shops to cut down our carrier bag habit. The last government refused to legislate, and no policies have yet been announced by the new government, either.

Things are at a stalemate, but there are a few ways that could be broken.
